Spanish Naval Cross?

I saw this bar combo on another website, and was curious about the Naval-related cross on the bedal bar. Any info on this one? Is it SCW-related?

The ribbon bar show the ribbon for the Campaing Medal (vanguard), nor for a Naval Merit Cross
