ID of a German Coat of Arms needed

Sorry for the multiple posts. I hit a wrong key somewhere.

I just received this nice Imperial era German Fireman's Association 30 year service medal. I've never seen one quite like it. Unfortunately no identification except for the association initials " I N O F U V ", and the nice coat of arms. I can't reference to CofA to a German state, and I'm assuming it is for a particular city or region. Any help would be appreciated.
