North Korean Army Hat-the one I didn't get

I bid on this hat yesterday but did not bid high enough. Didn't want to go too high as this is the first North Korean uniform piece that I have bid on. I would appreciate any information you might know about this cap. Year of introduction, worn by who, why the red stripes?
