He is a "Feldwebel" in the Navy.

    Yeah, a Feldwebel.

The cap insignia is for Deckoffiziere BUT the collar patches-- and lack of the shoulder straps that Deck Officers had-- indicate that he is the most senior rank of Petty Officer. The navy had no equivalent of the army's Vizefeldwebel and Feldwebel, just skipping right up (as seen from the Milit?pa? scan) from "Sergeant" equivalent TO Feldwebel. His branch rating would have been on his upper left sleeve-- an Imperial Crown over the anchor with whatever specialty he had.

The Warrant Officer's cap and sword with double breasted coat instead of sailors' jumper were the only way to distinguish an Ober-----maat (Sergeant) from a Feldwebel.

You have VERY interesting, unusual photos to share with us---
