Spanish Award for H.Himmler?

Anyone know what medal/badge Himmler is wearing on his pocket? It also appears Franco is wearing his Medalla Militar as a clasp without the ribbon (?).

Based on the ribbons/decorations worn by a few others in the photo, it was taken after September 1939.

What Franco is wearing, is "Laureada de San Fernando", the highest Spanish military decoration. It doesn?t have ribbon, as it?s a badge.

I did?t know Himmler received any spanish decorations at all. Did he received any other from the spanish goverment?

You can see the Decree naming Knight of the Imperial Order of the Red Arrows (previous name for this order of the Yoke and Arrows), granting the Great Cross to the Most excellent Mr. Arturo Bochini, Head of the Italian Police, and to Mr. Heinrich Himmler, Reichf?rer S.S. and Head of the German Police.
