Help to ID officer and medalbar in photo

Hello just got this photo any help with medalbar, unit or ID of officer no writing on back of photo thanks Mark

Dreadfully blurred and overexposed-- hopeless. Iron Cross 1914, Bavarian Military Merit Cross 22nd Class X with Crown, Hindeburg Cross X, ? Austrian WW1 Commemorative, ?, ?-- probably one of those is a Hungarian WW1 Commemorative-- no sign of any long service medal, Imperial or Wehrmacht so not a career guy.

A former Bavarian NCO as some sort of Wehrmacht official-- probably a paymaster to judge by the white (?) borders to his cuff and collar patches.

What would be really interesting with a decent quality photo is that he appears to be wearing-- quite improperly -- the 1920s very unofficial Prince Alfons brooch

just above his belt.
