The double underlay on his straps indicates what we'd call a precinct officer. From what we know of his life, wartime Polizei-Reserve. NOT a career police officer, must be "bumps" up from his "Leutnant aD" WW1 discharge rank. That looks like the civil service Treudienstkreuz in last place. That makes me rethink his uniform/branch-- 4th ribbon is the Weimar era Prussian award for volunteer FIREMEN: black and white. Definitely a Treudienst civil service cross on there.
