I think that may be Major General of Guards Division. I may not sure. Its my assumption. I have a explanation on my assumption.

It is not a Guards item since the rank pip is the normal officer pattern, not any of the Guards patterns.

I got the answer of your query from the book- "Uniforms of the British army, navy and courts". It was worn by the generals of the British army in Victorian period in their mess dress.
