I remember reading it somewhere but simply cannot find my reference (and it's driving me nuts! )

Can somebody please direct me to a list of "FOREIGN" recipients of this medal? I don't require the entire 5000 name long list, even a short list would be appreciated. (Where is that book of mine?!?)
