peter monahan Posted December 15, 2012 Posted December 15, 2012 (edited) Interesting qualifications:"Awarded to police forces for service in harsh enviormental conditions, or conditions of other special difficulty".Without research, but recognizing some of the bar titles, UI take it these are awarded for counterinsurgency duties in states where there are separatist movements and/or terrorist-guerilla-freedom-fighters.
