Austria-Hungary Unknown Austro-Hungairan Badge

Greetings all.

I just purchased an Austro-Hungarian Empire (I believe) badge that I cannot identify - photo below (bad quality because it is off the seller's site and I do not have it yet to make a better picture).

It appears to be a lapel badge, with the following engraved on the button tab "AD BELADA // VH. MARIAHILFERST 54 // WIEN" It is 40 mm x 39 mm.

Can anyone help me identify what this is for? Is it military?

The badge is a 'patriotic' badge for the city of Vienna.
