The design of the medallion seems a little rough compared to the usual high quality that you would expect from Japanese decorations. Could it be of local Chinese manufacture?

You see, this is "intentional roughness"!

That's what make this medal so unique in design.

This is actually some kind of decorative ornament (not flaws of manufacturing).

But!!! The lacquered box is not really Japanese (in the sence of quality).

I hope this is visible at the pictures (look at the "fibre" of the lid)

The outer box is very Chinese by the design and general feeling.

But the attachment gear of ribbons is 100% japanese.

As for the place of minting ...

No exact info whatsoever ....
