    Likey 1920s, late Taisho.

    So I'm guessing these are also made by the Japan Mint - with the kanji, "hei" as in zou-hei-kyoku. Never even thought about it before. Any concurence on this?

    Yep, some other kanji's also can be interpreted as official mint marks.

    For example kanji 大 could be interpreted as mark of Osaka mint.

    And hiragana "hi" in this thread http://gmic.co.uk/index.php/topic/56238-7th-class-of-rising-sun-order-with-interesting-and-pretty-rare-mark/ as mark of Hiroshima mint.
