is it possible to date this photo more precisely ?

In my view it is Oberst Wachs from the Kriegsministerium

Zentral - Departement.

I think most definitely Wachs. Sometime after his award of the Rumanian Star in 1900/01 and before that of the OV2b and JM3 1902/03.

nice photo. Von Wachs served in WW 1 and died as

General der Infanterie zur Disposition on 02.07.1916.
