Paul R Posted June 28, 2013 Posted June 28, 2013 That is a great hat device. It is worn on the overseas hat(in the CG, it is called a "Garrison Cover"). It is also worn on the ballcaps. It is for the rates of Seaman Recruit through Seaman (E1 through E3). These are still in use today.
