Unidentified can someone help me please

I have in my collection one ribbon bar that i can't ID. It's a Belgian uniform and the ribbon is between other Belgian ribbons so one could presume that the ribbon is a Belgian one but i never seen this one and as i collect for some years now i would be very surprised if this one would be a Belgian medal without knowing it... As the men has the France and Germany Star rewarded i hope it's a British medal so i can identify him...

The picture isn't that clear but you will see that these collors are present:

bright bleu - black - red line - black - red line - black - bright bleu.

I suggest that you show the rest of the ribbons. It's a long shot but perhaps there may be a clue there.
