This is seller description: Italian Submarine Crew Qualification Badge. Circular rating's badge, of thin brass which has been silvered - most of which rubbed off front, some remaining on reverse. A dolphin within a voided circlet - around which "SOMMERGIBILI". The reverse has had a brooch-pin fitting, this replaced with two lugs, one of which remaining. The hook is opposite to it. I do not see any sign of pin or pin-holder in your example. The only example I could find with two pins in the same position as in your badge is the following (on sale as ORIGINAL, but I think that the manufacturer is not exactly WW2 period...
