Bavarian uniform (?) with anchors

In my ongoing search for pictures of the (knights of) kurhessian odm, I found this one. He is suppose to be a bavarian GM, but I cannot figure out why there are so many anchors on his uniform...bavaria was not really a seaside nation, right?

The ODM on the picture are:

BayPfLO (neck and star)

PJO (neck and top star)

BCKO (star)

CHGL (sash and star)

The description underneath the portrait has many errors concerning the ODM. But it is no the only one in the online katalog with such errors:

So my question: what kind of uniform is he wearing?
