Most of your questions were answered in the Axis Forum link posted by Christian1962. The rank and the cap badge were shown in the rank chart posted there. The cap badge would be for someone in the rank table for Chargen. The F on the collar probably stands for FEUERWEHR indicating to me that the man in the picture was a Berufsfeuerwehrman (professional fire fighter) rather than Friewilligenfeuerwehrman (volunteer firefighter) but that is just a guess on my part. I can not help with the actual awards though without more research. I'll see what I can find out for your though.
