This badge I do not know, but the text (in French) was widely used in the Great War Commemorative Medal Belgians.

Interesting.  I don't think of the eagle as an emblem typical of the Belgians (or the French after Napoleon).  Let's see what the knowledgeable think.

As it is a very similar one to Turkish Airforce badge as on the attached picture....
