I believe it to be a Tbilisi-made loyalist badge simply signifying which side one was on in the early days, Tbilisi being one of the last hold-outs against the reds.The radiating lines on the star are similar to those often seen on enameled badges but there is nothing else to indicate it was enameled. Still, if one were to buy such a badge why not order an enameled red star? Or was such a display too ostentatious?
