Apparently the old tendency to leave the countryside for the urban centers still was on the authorities' mind and efforts were to be made to prevent "Landflucht" ( flight from the countryside ). Also the possible loss of personnel documentation was addressed and how to counteract such losses. All and all a contemporary snapshot of late war education administration. Thanks for showing it.
