I would leave it as is...

It is "possible" for him to have been promoted. As it is easier to afix a pip than replace a tab, I could see the officer being able to apply the pip immediately while never having the opportunity to replace the tabs.

Regardless, I would not mess with it.

Regarding the Admin tunic... is there damage to the back of the collar? It seems like an awesome tunic. Despite the lack of desirablity(but not by me! :-)) in these Admin tunics, they are very rarely encountered.

Is there a chance for close ups of this tunic as well?
