EK 1939 L/51 Double Marked. Real ?

The pin arm is 43 mm long. On the top middle of the pin, there is an indented box with the embossed number of 51 in it.

What is interesting, is that under the 'C' clasp on the bottom of the badge, there is a stamped L/51

just another Polish fake?
