On the issue of long-term service of civil servants

my question is：How does the Civil Service Long Service Medal calculate the time? I see that these medals in the World War I also have military long-term service medals. Then these people became the ones who did not participate in the war in the Second World War? In addition, can you provide some photos of long-term service medal winners?

Credit for service is always one-for-one, consecutive or aggregate. The recipient must be in civil service on the anniversary date (25 or 40 years).
