19th Century French Framed Military Medal & Print

I am both a collector and eBay sell.  I have the opportunity to buy a 19th Century French Print with a Military Medal or Insignia.  I have no idea what this is for.  Nice item though.

Any help in identifying this would be greatly appreciated.

The badge below the print by Carl Vernet is neither a French medal nor a French military badge, in fact I am not even sure it is French. Could you please make a close up photo of the coat of arms.
