Unknown shoulder board? Puppet state?

Hello,

           I was looking at purchasing this shoulder board but I am not too sure as to what it is? I have a feeling that I seen it before but I am not sure where. Would anyone happen to have a clue as to what it maybe? I was thinking that maybe it was a puppet state?

Looks like somebody added insignia of plume blossom to the standart 2nd lieutenaut shouder boards.
