Is this a Cuban Guards badge?

Have this Cuban badge, but really don't know anything about it! Someone said they thought it may be a Guards badge, but not sure. Would so appreciate any thoughts on what it is exactly and what era it may be!

It is but we have no evidence of the use based on photos or regulations. It remains a mystery, personally i believe that it was never adopted
