ID unknown Japanese award?

Hello Everyone,

                            Within the past few weeks, I had pick up a number of military item most of them were 1890s -1900s Spanish items but however this award was in one of the lots. Would anyone happen to have a idea to what this badge is for? Also, is there any good websites or books to help ID badges such as this one?
