Foreign from Cambodia? Annam?

Hi, does anyone know whether this one could have been awarded to Japanese? And what is it exactly? I'm not an expert but it looks like one of the Annam with ribbon from Cambodian.

Imperial Order of the Dragon of Annam. Military division ribbon (1886 - 1916).   

It was awarded to Japanese on the same basis as any other foreign order.

Visits, diplomatic work, participation in military manoeuvres, WWI, etc.
