Hi, when could it have been awarded? And how such watch is worn? This rectangular brooch goes where exactly wearing 3-piece suit? Many thanks in advance as always

Modern gift pocket watch from Prime Minister of Japan for excellent long-term service. Not very expensive Seiko model is used (around 100 bucks).

Watch may be worn with watch in right pocket of vest, and fob in left vest pocket.  If not wearing a vest, you may put the watch in left jacket breast pocket and fob through the jacket button hole.
