Mongolian badge awarded to a Hungarian

I just got this badge with its original booklet. There is another booklet for the same person too.
I did not find this badge in Battushig’s book.  Could you please help me to identify the badge?

Unfortunately, I could not translate either of the booklets. So if you could help me with that I would greatly appreciate!
