POW File 1918

Would someone be good enough to help translating the title page of this POW document? It is in reference to British soldiers being held at Friedrichfeld.  

 

I am particularly interested in what the 3 dates refer to.

I guess its Kriegsministerium (Ministry of War), from the context.

But could also be Kreis Minden (district of Minden Government) for example. Its about context. There are several Friedrichsfeld, dont know if your Friedrichsfeld is in the district of Minden.

Dont know where it was sendet to. Some higher administration? But whats higher than the Kriegsministerium (Ministry of War)?

And dont know about the (N.B.)
