Kriegsmarine Eagle - Local Manufacture?

This is an odd photograph.  Not too often do you see a petty officer receiving the War Order of the German Cross in Gold, even if he is a U-boat crew member.  Strange looking breast eagle.

Not that unusual.

Compare 1943. In this year alone quite a few of them or of comparable rank were awarded the DKiG.
