Soviet Two different hat devices

These two hat devices appear to be different. Would anybody give me a hand IDing these.

What are the sizes on those? The left hand one is earlier, gilt steel and decent enamel, while the righthand one is anodized aluminum from the mid 1960s on. Depending on size, visor or field cap stars.
