Alexander and Wilhelm (certainly brothers) were two different ones. The Wilhelm in the list was born 1875, while the Alexander found by Matty was born 1881.
Wilhelm is this one:

This mentions a Hans Roth (1896-1958) with HHOX who was a pastor in Oldenburg, so different from the Generalmajor Hans Roth:
