"They" are not "counterfeiting standard, non-rare postage stamps from the PRCT" - most of the time "they" try to copy (quite terribly) well-known originals or create "new rarity" by combining different original designs. This is why "selling the odd badge for $20 is a sustainable business strategy, criminal or otherwise."
