could anyone help me in researching the occasion/event reason for this attribution of the belgian diploma.

Was there a medal asociated to this document?

Is there any archive to look this up.

Herre is a more detailed portion of the text, the document has in the lower right corner the inscription "No. 7".

The document was given in 1880 to the Metropolit of the Serbian orthodox church of this time.

It's a Certificate of Merit of the Belgium Society of the Red Cross. There may be a Belgian Red Cross medal to go with this certificate, I'm just not sure. There is a medal shown on the certificate. A Red Cross medal is shown top center below the Lion, rampart, on shield. The medal has a rosette on the ribbon.

Below is the date June 15th 1880, I thought that there was a war going on in Belgrado/Serbia?? Wasn't there almost always a war going on in Serbia???

This medal is the one the Belgian red cross awarded in this period, alas not with this diploma

Although this is a Certificate of Merit, If you look at the ribbon at the top of the certificate you will see this medal with rosette in the middle. However, No medal awarded with the Certificate as it is the award.
