German medal to Dutch civilian

I found a Dutch person who received a ( freely translated) Cross of Merit 3th class in the German Eagle Order on 6 september 1939. What kind of decoration would this be?

I didn't realise that it was an award given in the time of Hitler. I thought that it was an imperial award.
