Trade Union decoration

I stumbled into this interesting Dock workers "decoration". It's fascinating to see the amount of work that has been put into the creation of this badge. Any ideas about the time frame?

Nice item, At a guess the late 1800's early 1900's.

The ILM & TA (International Longshoremen, Marine and Transports Workers' Association) was involved in some serious labor actions organizing dock workers on the Great Lakes in the 1905-1910 period and badges such as this tend to be from the 1900-1917 period.
