What are these called? I have seen a number of different ones of them and this one was thrown in with some docs I bought, about 30cms long.

What are they called? Were they bought? handed out? to soldiers? what be the story?

  I recall I did the same on hot days at Old Fort York back in 1973-74 - wool uniforms, and at 90F they would let you take your backpack off. Michael
