Unknown Arabic Plaque I.d needed

I would like to Learn more about the history on this plaque, what country is it from??

That is a very interesting piece. I hope that we have an Arabic speaker here.

I could be completely wrong, but here goes:

The text above "F.G.S." reads, appropriately, General Federation of Sports (which would be F.G.S. in French).

The text above "R.A.S." reads Arab Republic of Syria (which again would be R.A.S. in French, the second language of Syria).

The plaque says something to the effect of "in commemoration of the fourth sports festival" on the first line and "Executive Committee of the General Federation of Sports" on the second line. Not sure about the rest.

The year at the bottom is 1975.

Let me add a more comprehensive translation to the first:

(1) The wings with President Hafez Al Assad: General Counselor of the Socialist Arab Baath Party.

(2) As mentioned by Dave.

(3) Celebrating the fourth commemoration of the Sportsmen festival

It gives pleasure to the Executive Committee of the General Federation of Sports of the city of Aleppo to present this commemorative plaque as recognition and commendation to the appreciated services 1975.

The second is a pin for the sports competition of the Iraqi Army.
