A new American medal ribbon unknown

I can't remember if I posted this before but I got this last Summer. I can not find it on my ribbon charts. Can anyone help i.d. it? Something makes me think Red Cross.

yes there are similarities

to the red cross service medal

except -

the arc ribbon uses stripes

of equal width - 1, 2, 3, 4, 5

are what I have seen

and the only device on the medal

may be a bar for overseas service

which is what it says

and -

while there are red cross ribbon bars

this is not a medal for which I have ever seen

or heard of a bar being used

my scanner is down so I can't scan a complete set,

My guess would be the Massachusetts State Guard Service Ribbon now obsolete
