Gen. Oberst von Heeringen, who received the first EK1 for the battle at Mulhausen,p. 12.

He had an EK2 from 1870.

Yes! Major von Borcke was awarded the first Iron Cross for his actions during the battle at L?neburg on April 2. 1813. - von Borcke later made it all the way to Generalleutnant.

Two Prussians,

General Vogel von Falckenstein and General von Steinmetz, were awarded the Iron Cross second class in 1813 and the Iron Cross first class (57 years later) in 1870.
