it's a Kriegerbund vet's organization cross for a municipality. the 1873 denotes the years of this particular group's founding (shortly after the 70-71 war w/fwance).

Very rarely seen in real silver like this. Most small town organizations did not have the money for such lavish pins.

here's another example. notice the die flaw present on the beading of the right arm, which is also seen on Tom63's first example shown

The place name is "St. C." not "W". The "St" stands for "Sankt" (Saint).
