Preussen Uniform?

Got this card yesterday, thought it looked like a nice Navy Imperial Uniform

But now when I look closer I am not so sure ? What in heavens name is he wearing?

There is crown on his buttons , and a veru nice sword in his lap but is he German at all?

Some written on the back , Meinen Leiber Bulzer ???

Anyone out there who could solve this mystery ?

Yes, I agree that this is an official's gala uniform. Non-military.

(over the "m" is a small line - this means "mm").

soom in for a nice big closeup on the handle and guard of the sword-- the state insignia should show there for which kingdom he came from.

You can clearly see the crown on the Portepee, which is definitely Bavarian. There is also a resting lion motif on the clamshell portion of the grip.
