    No, It could be a Service Star for Congo. That is a light blue ribbon (with a star? I do not know)

    The 'Ordre de la Couronne' is a wine red ribbon for the 'Knight ' and higher decoration, lower it is wine red with white sides.

    Yes, that is indeed a very good idea. The object doesn't look like a lion or a crown so it could very well be the Congo-ster. The soldier must have been in some administrative section then, since he doesn't appear to have gained any combat awards.

    As a matter of interest were Administrative troops eligible for the Belgian Victory Medal??

    or was it only for issue to combat troops and service in the rear areas (exp: medics, doctors, supply, etc..etc..)

    Yes, they would have the M?daille Comm?morative as well. Those two were usually awarded after the war to anybody that served regardless of actual battle prestations.
