That is a light blue ribbon (with a star? I do not know)The 'Ordre de la Couronne' is a wine red ribbon for the 'Knight ' and higher decoration, lower it is wine red with white sides. The object doesn't look like a lion or a crown so it could very well be the Congo-ster. Yes, they would have the M?daille Comm?morative as well. Those two were usually awarded after the war to anybody that served regardless of actual battle prestations.
