Can anyone come up with anything on this one? It hung from something else, as there's no pin. The inscription is far beyond my limited skills with kanji.

At this stage wild guesses are better than what I know about it.

Sure doesn't look like anything military, or even government-issued. I'm guessing a trade association or some such.
