Duplicates would seem rather more bother than just handing over another one.

Borisov badge #1 was given to...you guessed it-- Stalin. (I'm SURE he sweated through all the tests. )I'm not sure exactly when these were phased out-- probably during the war. Over 2 1/2 million awarded.
